At TARC, we recognize the dedication that goes into your work every day. That's why, as an employee, you have access to a comprehensive and above-market benefits package provided to offer security and protection for you and your family.

This online resource gives you an overview of the benefits available to you, and it also includes explanations on eligibility, benefits, cost, carrier contact information, and the enrollment process.

To enroll in benefits, click on the “Enroll Now” button to go to ADP, our online tool for benefits enrollment. You may also enroll through the ADP Mobile App. For first-time registration on the ADP Mobile App, you'll need to contact Human Resources for a Personal Registration Code (PRC).

Please take the time to review each section of the Benefits Showcase and discuss with your family members before making your benefit elections.

Remember, you will be required to add your beneficiary information, as well as dependent information (if you are adding a spouse and/or child(ren)) to your benefit plans. To ensure a smooth enrollment process, it is recommended that you have dates of birth and social security numbers available when making your benefit selections.

What's New in 2023

Below are the coverage offerings that are updated for 2023. More details about each of the plans can be found on this website.

Important Information for 2023

  • The medical plans for 2023 will be administered by Anthem Blue Cross Blue Shield. There is a change to the HDHP with HSA plan design. See the Medical section for more information.
  • The TARC HSA annual contributions for 2023 are unchanged and will be: 
    • $1,700 Employee Only 
    • $1,900 Employee + Spouse or Employee + Child(ren) 
    • $2,300 Employee + Family
  • The Life and AD&D benefit carrier has changed to The Hartford. For open enrollment only, you may elect additional life coverage for you and your dependents up to the guarantee issue amount without providing evidence of insurability. See the Life and AD&D section for more information.
  • Short-term disability is now combined together under one carrier, The Hartford. For open enrollment only, you may elect voluntary short-term disability without providing evidence of insurability. Voluntary STD rates have decreased for 2023.
  • In 2023, you must enroll if you want a Healthcare FSA or Dependent Care FSA for the new plan year. Current elections will not roll over to the new plan year.
  • You may change your HSA contribution at any time throughout the year.

Coverage Overview

High-level overview and enhancements to your 2023 TARC benefits coverage. Additional details are provided in this benefits showcase.

Medical

Your medical benefits will continue to be administered by Anthem Blue Cross Blue Shield using the Blue Access network in 2023. With Anthem, you have access to an expanded network of high-quality, lower-cost providers. See the Anthem Plan Summaries in this benefit showcase for additional details.

RxBenefits for Your Prescription Drugs

Pharmacy benefits (which are tied to medical coverage) will continue to be administered by RxBenefits using the Express Scripts network. Both medical plans cover insulin at $30 for a 30-day supply, and the deductible is waived.

Dental

Your dental benefits will continue to be administered by Delta Dental of KY using the PPO Plus Premier network. This large network of dental care providers gives you access to care at a discounted rate when you use a participating provider.

Virtual Visits

Skip the waiting. Your telemedicine vendor will remain LiveHealth Online where you can see a board-certified doctor in minutes, with video access from your Sydney mobile app or computer.

Vision

Your vision benefits will remain with DeltaVision/VSP. TARC will continue to offer the vision-only Health Reimbursement Account (HRA) for employees and their spouses to receive additional benefit reimbursements of vision expenses not covered by your TARC vision plan.

Life and Disability

The Hartford is your 2023 provider for both basic (employer sponsored) and supplemental (employee paid) life/AD&D coverage. In addition, The Hartford will also insure the TARC short-term disability (STD) base and voluntary STD benefits. Information on The Hartford programs can be found on the Life/AD&D and the Short-Term Disability pages within this website.  

Health Savings Account (HSA)

Administration of your HSA benefits will remain with WEX for the coming plan year. You must enroll to make changes to your HSA contribution. The maximum contribution to an HSA for 2023 has increased to $3,850 for an individual and $7,750 for a family. A $1,000 catch-up contribution will apply for 2023 as well for those age 55 or older during 2023.

Flexible Spending Account (FSA)

You must enroll to have a 2023 FSA account. Any current elections will not roll over to the new plan year. The IRS has set the 2023 annual limits for the Healthcare FSA at $3,050 and the Dependent Care FSA to $5,000. Only those in the Standard PPO Plan can contribute to the Healthcare FSA.

Additional Benefits

Your critical illness, accident and hospital indemnity/medical bridge plans will remain available through Colonial Life. If you are currently enrolled in any of these plans your coverage will continue unless you make a change or drop coverage.  

Eligibility/Enrollment

Open Enrollment Period

Each year, employees are given the opportunity to make benefit election changes. There are no restrictions for making changes to pre-tax elections during open enrollment. Any eligible employee may add or drop dependents, add or drop coverage, or change current levels of coverage.

 

Any pre-tax elections are considered final and cannot be changed unless there is a change in status as discussed in the Qualifying Events Information.

 

NOTE: All plans renew on March 1 of each year.

 

If You’re Covering Dependents...

Dependent eligibility verification (such as marriage license, birth certificate, etc.) is required and can be submitted during the enrollment process on ADP. TARC may conduct a dependent-eligibility audit at any time.

 

Eligible dependents are defined as a lawful spouse, and/or child(ren). “Child(ren)” include, but are not limited to, natural child(ren), legally adopted child(ren), child(ren) for whom the employee is a court-appointed legal guardian, foster child(ren) and/or step-child(ren) who permanently reside with the employee.

 

Benefits for a dependent child(ren) will continue until the last day of the calendar month in which the limiting age is reached.

Who’s Eligible for Coverage?

Full-time employees (working a minimum of 30 hours per week) and their eligible dependents can participate in the benefit plans.* Eligible dependents include:

  • Your legally married spouse
  • Child(ren) up to age 26

New-Hire Benefits Waiting Period

Depending upon eligibility, benefits begin 1st of the month following date of hire.
