The City provides the choice of two EPO medical plans. The plans provide in-network benefits only and the plans include pharmacy benefits and a Health Reimbursement Account (HRA). The plans are provided by Cigna and are the same except for three items:
When you're trying to decide on a plan you, should review these three items and consider what you and your family spend on medical and pharmacy each year.
You have two choices for your dental plan:
DPPO you can use any provider you choose. The plan has both in- and out-of-network benefits.
DHMO you can only use Cigna DHMO providers. See the document below on how to find DHMO providers. The DHMO plan you pay a set copay. See the below DHMO copay schedule.
Vision benefits are provided by Superior Vision. Employees pay the full cost of the benefit. The insurance provides coverage for an annual eye exam, frames, and/or contact lenses.
The FSA is administered by Cigna. FSAs let you use pre-tax dollars to pay for eligible expenses. The FSA is funded by contributions you make each pay period (24 periods) on a pre-tax basis. FSAs save you money because you pay less in taxes. Plan your spending wisely and know the rules and you will save money with an FSA.
The FSA healthcare account is used for eligible expenses for medical, dental, vision, pharmacy and some over-the-counter items. You can sign up for an FSA healthcare account even if you're not enrolled in a medical plan. Account can be used for your eligible dependents' expenses. Maximum you can contribute is $114.50 per pay period (24 periods). Tip: with the FSA healthcare account, the annual amount you elect is available for use on January 1. The healthcare account comes with a Cigna debit card. If you're enrolled in the medical plan, be sure and check the medical menu to learn how the HRA account and the FSA healthcare account interact.
The FSA dependent account is typically used for expenses related to your eligible dependents' childcare expenses, such as day care. The maximum you can contribute is $208.33 per pay period (24 periods).
Life and Disability benefits are designed to provide insurance against those unfortunate events.
Basic life and disability are provided to full-time employees at no cost to you, and enrollment in the benefits is automatic.
You have the option to purchase additional life insurance for yourself, spouse and eligible children. The City changed to a new vendor for 2022 and, due to the change, ALL employees during open enrollment can elect voluntary coverage up to the guaranteed-issue amounts without completing an EOI or health questionnaire. In addition, the City achieved lower voluntary life rates. If you're currently enrolled in voluntary life, you'll see savings for 2022.

You have several options to save for retirement.
The City is a member of the Texas Municipal Retirement System (TMRS). As an employee working 1000 hours a year or more, you're automatically an enrolled member in TMRS and will be required to contribute 7% of your earnings.
After five years actively employed with the City, you're considered vested and earn a lifetime monthly benefit. Visit the TMRS website for more information and videos about TMRS retirement benefits.
In addition, you have the option to contribute to a 457 deferred-compensation plan. With the 457 deferred compensation plan, you can contribute on a pre-tax or post-tax basis; you can choose the investments you would like to contribute or elect to have your account managed. You can change your contribution amount 24/7 online, review and choose investments and the 457 plan has a loan provision. It's never too late to get started saving for the future!
