Important Information Release Regarding VCS Group Medical Benefits

Dear VCS Employees,

In January this year, the VCS Insurance Committee was made aware by Florida Heath Care Plans (FHCP) that our employees should anticipate an estimated 20% increase in medical premiums.  Knowing this increase would not be affordable, we went out for proposals for group medical coverage.

We received two proposals, one from FHCP and one from Curative.  After many meetings and negotiations with both companies, the evaluation committee, consisting of both district and union representation,  unanimously agreed to select Curative to provide our group medical care coverage.  This recommendation will go to the Board for approval on May 13, 2025, for an effective date of October 1, 2025.

Curative was founded in 2020, and although a newer company, they are prepared to provide coverage to all of our VCS employees.  Unlike FHCP, they offer a national network of providers, which many of you will appreciate if you have children in college or want to see providers outside of Volusia County. Curative’s approach removes barriers to health care by offering cost transparency and preventative care.  They offer plans that have no copays, deductibles nor out-of-pocket costs.  This plan will also have an employee only plan with a premium of $0.  Really!

Florida Health Care Plans has been a partner with VCS for many years and we appreciate the relationship we have had with them.  In moving to Curative, we will not have access to FHCP providers.  What this means to you is that if you see a Primary Care Provider (PCP) that is “owned” or “employed” by FHCP, you will have to change doctors.  We know change can be unsettling, but Curative, utilizing their Care Navigators and the First Health Network (a subsidiary of Aetna), will facilitate transitioning your care to a new PCP.

At this point in time, we do not have further information to share until after the Board meeting on May 13, 2025. If you would like more information on Curative or to see if your doctors are already in their network, please go to Affordable Health Insurance & Care | Curative.  In the afternoon of Tuesday, May 6, 2025, the presentation for the board workshop will be uploaded to BoardDocs ( Click Here ).  The link to watch the board workshop beginning at 12:30pm on May 13, 2025 is Volusia County School Board - YouTube.  You can also watch the board meeting beginning at 4:30pm using the same link.

We look forward to the opportunity to provide a comprehensive healthcare plan that is affordable for all.
