The City is happy to offer comprehensive medical coverage for 2024.
There are no rate changes to the plans in 2024 and the only plan design change is the IRS requirement to raise the deductibles on the Health Savings (HSA) plan.
Options for employees include three different plan options administered through United Healthcare. Each plan varies in design and offers preventative care at no cost.

Members enrolled in any of the three UnitedHealthcare medical plans offered by the City also have access to affordable and convenient care options!
Virtual Care - allows members to receive treatment from the comfort of their home or while on the go 24/7 providers can treat a wide range of health conditions such as allergies, bronchitis, fly, colds, eye infections, rashes and much more.
In addition to the convenience of virtual care, members enrolled in the HMO Navigate plan or the EPO Choice plan receive these services at $0 out-of-pocket when utilizing the designated virtual care network with Unite Healthcare. Members enrolled in the HDHP Choice Plus plan will see greater savings when paying coinsurance vs using an urgent care of emergency room.
DispatchHealth - Dispatch Health provides same-day, in-home medical care - similar to a house call that providers used to make! DispatchHealth can treat simple to complex illensses and minor injuries, all at home!
Charges for this program match what the urgent care benefit design is on the medical plan a member is enrolled in.

Delta Dental is the City’s dental carrier. The City offers two plan options - a base plan and a buy-up option.
The base option offers an annual benefit maximum of $1,500 per covered person and a lifetime $1,000 orthodontia benefit for children up to 19.
The buy-up option offers an annual benefit maximum of $2,500 per covered person and a lifetime $1,000 orthodontia benefit for both children and adults.
Both plans have options to use the PPO and Premier networks, as well as out-of-network providers. Please note, you will receive the best benefit based on your and your family’s needs, please review the different plan designs below to determine which coverage is best for you!
City of Commerce City offers vision coverage through VSP.
VSP provides comprehensive coverage for eye exams and matierals such as lenses, frames or contacts!

The City offers protection to you and your dependents through NY Life Group Benefits.
For 2024, The City has increased basic life coverage amount for eligible employees to 2 times annual salary up to a maximum of $200,000. To help supplement your protection based on your individual needs, you can choose to purchase additional Voluntary Life insurance for yourself, spouse or dependent children. Please review the different plan designs below and be sure to update your beneficiaries if needed.
These products are important to employee's financial security and can help provide income replacement in the event a death or disability takes place. Employer-paid benefits through NY Life include Basic Life and Accidental Death & Dismemberment, Short-Term Disability and Long-Term Disability.
Full-time employees are eligible for coverage under the short term disability (STD) insurance plan on the first of the month following their date of employment. Employees who have a medically qualified non-work-related illness or injury may be eligible for 100% wage continuation for up to 90 calendar days after completing a 40-hour waiting period. STD may be approved following the birth of a child when adequate medical documentation is provided.
The City of Commerce City offers 3 supplemental (voluntary) plan options to help offset any unexpected out-of-pocket medical costs. These plans can be used to help cover deductibles, copays, rent, mortgage, groceries - anything to help while you are on the mend! The City of Commerce City is proud to offer an Employee Assistance Program through Guidance Resourcse by ComPsych which provides 8 FREE counseling sessions per member per issue per year.
This program is for employees and all household members - the EAP can assist with emotional support including anxiety, depression, stress, grief, relatioship stress, work/life solutions, legal guidance and financial resources!

The City of Commerce City offers two flexible spending account options administered by Alerus - a healthcare fleixble spending account and a dependent care flexible spending account.
Money that employees put into a flexible spending account are collected on a pre-tax basis from paychecks and deposited into the account over the course of the year. These funds are available at the beginning of every year and can be used immediately. You may use the full elected amount of the medical flexible spending at any time during the year, which is the equivalent of an interest free, tax-free loan.
Flexible Spending Account limits and allowed use is determined by the IRS each year. 2024 limits have not been announced at this time. The IRS has annual maximum amounts for each plan.
One of the most important things to remember with a Flexible Spending Account when planning for the year is that these funds are "use it or lose it" - meaning, any funds not spent by the year end deadline are forfeited. Our plan does allow for a grace period through March 15th the following year. Review the information located on this page to learn more about these accounts.
Members that are enrolled in the United Healthcare High-Deductible Health Plan (HDHP) are eligible to have a Health Savings Account (HSA) through Optum Bank.
A Health Savings Account is a bank account ot help members pay for healthcare expenses on a pre-tax basis. Contributions into a HSA are pre-tax and owned by the employee - your balance rolls over year after year! The City helps members enrolled in the HSA by making an annual contribution to the account based on enrollment tier level:
Similar to the Flexible Spending Accounts, the IRS sets certain rules surrounding these accounts.
The annual maximum a member can contribute to the HSA for the 2024 plan year (including employer contributions):
Employee Only: $4,150;
Employee + any dependents: $8,300.

The city understands how employee productivity is affected by workplace health benefits. The Employee Wellness Program advocates employee wellness by creating a community that promotes overall health and well-being. This program offers wellness challenges, educational lunch & learns, fitness series, and other wellness events throughout the year. Employees can earn points for their participation to redeem for prizes or gift cards.
The city provides a mandatory 401(a) plan for all full-time employees. These plans cannot be changed or declined.
The City offers a variety of additional voluntary retirement plans both pre and after tax.
Deferred Compensation 457
The city offers a voluntary 457 Deferred Compensation plan for full time and variable hour benefit eligible employees, which is regulated by the IRS. We offer both a pre-tax and after-tax option for employees to contribute to this plan. The employees contributions either pre or after tax are eligible for a 50% employer match up to 2% (combined between the pre and after tax plans). All employer contributions are pre-tax and employees are 100% vested in contributions made to the 457 Plan. Investments in this plan are participant directed.
Roth IRA
All full time and variable hour employees who work more than 20 hours per week are able to contribute money on an after-tax basis to a Roth IRA plan. Employees who have medical, dental, vision or medical flexible spending through the city and no longer are eligible for coverage will be offered COBRA continuation.
The City uses Alerus as our COBRA Administrator. Employees will receive an initial General Rights COBRA notice once eligible for benefits through the city. Additionally, should their benefits be terminated due to separation from the city, reduced hours, child aging of the plan, etc a letter will be sent out from Alerus to the home address.
The City of Commerce City partners with NewBenefits to offer employees the Total Advantage Card. Employees can select from one of two packages and are able to enroll at any time. Benefits offered include legal services, financial helpline, ID sanctuary enhanced and pet care.
The city offers generous leave time for full-time employees. The city’s general leave is a combination of both vacation and sick leave. The amount of leave depends on your years of service and benefit group. The chart below show the various annual leave hours provided to employees. Upon hire, you have 48 hours of General Leave available for your use, and after 6 months of employment, you receive an additional prorated amount for the year. ** Executive employees start at the five year accrual rate.
In addition, the city also offers 88 hours of holiday leave for full-time staff - New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving & Day After, Christmas Day
